The move suggests consideration of licensed production as an alternative to enforcement-only approaches.

The timing is notable against ongoing enforcement pressure: India has seized 3.9 million kg of cannabis-based drugs since 2020, with recent actions destroying 2,800 plants and intercepting smuggling networks from Thailand. The Punjab state's new licensing pathway appears designed to channel demand toward legal supply rather than black-market alternatives.
