The move arrives as the state's cannabis market continues to expand—May sales reached $135.1 million, and year-to-date tax revenue has hit $255 million, six times initial projections. The state currently operates 238 retail locations.

The timing of the microbusiness window reflects broader regulatory activity in Missouri. Recent months have seen the state health department transfer $71.9 million in marijuana funds, the governor sign legislation banning intoxicating hemp products, and regulators target rule-breakers and ownership approval delays. However, outstanding issues persist: an expungement process has left some marijuana records uncleared, and a recent vape recall exposed disputes over testing rules.
