Vermont doubles daily purchase limit to counter illicit market

Vermont has doubled its daily cannabis purchase limit, according to VTDigger, in a stated effort to reduce black-market competition. The move suggests state regulators see pricing or availability constraints in the legal market as a driver of illicit sales—a common rationale for raising purchase caps in adult-use jurisdictions.

The timing coincides with notable friction in Vermont's licensed sector. State license records show four operators—All Bliss Cannabis, Rhize Cannabis Company, Craft Cannabis Co. Manufacturing, and Last Minute Farm—lost active licenses between mid and late July. Separately, Forbins Finest's owner faced an $80,000 fine for sabotaging a suspended facility, signaling compliance challenges within the existing operator base.

With 112 retail locations and 321 cultivators currently licensed, Vermont's legal market appears structurally robust. However, the operator closures and enforcement action suggest supply-side instability may be hampering the market's ability to undercut illicit alternatives.
