According to The Providence Journal, legal developments suggest the blocking order may dissolve soon. A federal judge is poised to dissolve the injunction, per Rhode Island Current reporting, following Rhode Island's argument that new statutory changes have addressed the underlying legal issues that prompted the original halt.

The licensing freeze stemmed from disputes over the state's social equity framework and retail permit distribution rules. Between April and July, state officials sought to lift the license block after implementing rule modifications, and lawmakers considered legislative changes to the licensing framework. The Cannabis Control Commission chair was confirmed by the state Senate in June, signaling administrative readiness for process resumption.

The restart would unlock a retail licensing pathway that has been stalled for months. Applicants have been caught in limbo since April, making the timeline for actual license issuance a key metric to watch—delays in implementation could suggest further complications remain beneath the surface of the apparent legal resolution.
