New Jersey still has $5M available for cannabis business development grants

The timing coincides with active expansion in the licensed market: recent coverage shows multiple municipalities approving new dispensary licenses and existing operators like Rise Paramus and Premo opening or expanding retail locations.
However, the backdrop also includes operational churn. Bankrupted MSO Cannabist recently exited cultivation and divested retail assets, while larger players like TerrAscend are consolidating through acquisition. The state's 197 licensed retail outlets suggest a maturing but still-building market, even as unlicensed delivery and trafficking continue to surface in enforcement reports.
Watch whether the unspent grant dollars are absorbed as more applicants mature in the pipeline, or whether they signal structural barriers to entry—such as local approval friction or financing gaps—that the NJEDA intended to address.
