The license deactivation appears part of a broader wave: at least 11 other Oregon cannabis licenses—spanning retailers, cultivators, and manufacturers—were simultaneously marked inactive on the same date.
The timing and scope of the license removals raise questions about whether they reflect actual closures, administrative clean-up, or other regulatory action. Oregon currently maintains 752 open retail locations, 1,349 cultivation operations, and 262 manufacturers across the adult-use market. Without additional state communication, the cause of Holy Grail's and the other licenses' deactivations remains unclear.
