The wave of deactivations comes as New Mexico maintains 1,006 open retail and 1,075 cultivation licenses statewide. The timing and scope suggest possible enforcement action or batch license reviews, though no regulatory statement has been published. In late September, state law enforcement seized 21,000 pounds from an illegal farm in Estancia, underscoring ongoing regulatory pressure.
