Vermont CCB to revisit retail siting rules as dozen licenses expire

Vermont's Cannabis Control Board held a working session on retail siting rules on September 9, the same week the state license roster recorded 12 retail license expirations. The closures—including Blue Sky Farm, Tree Frog Farms, Blue Sage, FLŌRA Cannabis, Highly Recommended Vermont, Wild Legacy Cannabis, Down to the Roots, and others—suggest retail market consolidation or operational pressures in the state's adult-use sector.

Vermont currently maintains 101 open retail licenses alongside 270 cultivation and 80 manufacturing licenses, per the latest state roster. Monthly sales have hovered around $13 million USD across the first half of 2026. The timing of the CCB's siting-rule review may indicate the board is examining whether location requirements are creating barriers to entry or sustainability for smaller operators.
