The expanded possession rules appear tied to competition pressures. VTDigger reported in late July that Vermont doubled its daily purchase limit to counter black-market activity—a signal that licensed retailers face ongoing competition despite the state's 112 open retail locations. Concurrently, at least four licensed operators have exited the market since late June, per state license records, while an owner faced an $80,000 fine for facility sabotage in July.
