Vermont lawmakers approve changes to cannabis market framework

May approval precedes summer wave of regulatory updates and license closures across the state market.

Vermont lawmakers approved changes to the state's cannabis market framework in late May, according to Vermont Public. The timing appears to have set the stage for a sustained period of regulatory refinement—between late June and late July, the state doubled possession limits, updated purchase ceilings and lab testing guidance, and published pesticide best practices for cultivators.

The regulatory activity has coincided with operational churn. Since the May approval, at least four licensed operators—All Bliss Cannabis LLC, Rhize Cannabis Company LLC, Craft Cannabis Co. Manufacturing LLC, and Last Minute Farm—have had licenses deactivated, according to state license records updated through July 27. Meanwhile, an owner at Forbins Finest faced an $80,000 fine for sabotaging a suspended facility, per MMJDaily.

As of late July, Vermont maintains 112 open retail locations, 321 cultivation licenses, and 92 active manufacturers. Watch whether the purchase-limit increases and expanded regulatory guidance stabilize operator retention or signal deeper market consolidation ahead.
